Chlorate can release it's oxygen at a lower temperature which results with a cooler burn with the right fuel. It colored smoke burns too hot it will consume the colored dye and burn it up. You need a cool burn which just disperses the dye in very fine particles so you see the color of the dye. When smoke burns too hot and a flame lights,it burns up the smoke and dye particles and there is very little gray smoke. If one ever starts shooting out a flame it isn't designed right but you can stick it against the ground to extinguish the flame and get the smoke going again.
