The Veline system seems the right way to go.Thechems are on order. I am concerned about acetone. Is parlonnecessary for a binder? I know it is the chlorine donate'r, ie best results. If I go with 25/75 alcohol/ distilled water mix. Is RedGum and Dextrin enough to bind the stars? It will be screen cu

That isn't enough alcohol to bind with the red gum and more alcohol could make the dextrine not activate correctly. You want to pick one or the other and with that ratio it should be dextrine which will be cheaper since there is less alcohol. You can even probably lower the alcohol content because it is mainly breaking the surface tension so the liquid mixes into the powder well.
