If you aren't positive that you can do something safely, you shouldn't do it at all. Seriously, we let the idiot freshmen general chemistry students generate nitrogen dioxide during a lab here. If you're not comfortable or confident in doing something, don't. It really sounds like you're not. There is a wonderful world of pyro that doesn't involve chlorates. You probably inhale nitrogen dioxide all the time. If a vehicle, particularly a diesel one, ever drives past and you catch a whiff of something that smells kind of like bleach, that's nitrogen dioxide. You should probably also know that it dimerizes as the concentration goes down (ie in open air) into colorless dinitrogen tetraoxide, which is just as toxic. Just because it's not brown doesn't mean you're safe.
