All I can say is that if you leave a good long piece of tube for the throat it gets louder than if its shorter. That and different whistle fuels, (sally, benzoates) make different piches of tone.

There was an article in AFN, later included in one of the BAFN volumes, on a musical whistle device. With a lot of fine tuning, they got maybe 3 recognizable notes, by varying the diameter of tube, length of tube, and depth of composition used. By far too fiddly for me to try personally, but good luck. Keep in mind, the pitch of each whistle lowers as it burns and the length of tube increases. I don't have access to my BAFN copies up at work, perhaps Mumbles does, I am pretty certain he has the same issue.
