Blue Composition without using Chlorate or Perchlorate

Just want to make blue torch or flare without using any chlorate or perchlorate. 

As both the chemicals are not available or banned in India.

Well, they make all kinda pyro there, no? Without an oxidizer, nothing really burns well. On the plus side..a blue needs to barely burn. But standing there holding a torch to it would be embarrassing.

Potassium Bromate is an alternative and permitted to use but it lacks colour purity and still it is useful.
