Using crackling balls case to make 1 inch firework shells

Recently while buying some fireworks I was given a package of small crackle if balls I then after looking at them was able to pull them apart and remove the crackling part possible very cheap firework ball? Idk any thoughts on how I should fill them and with what? 🤔

I've heard of people taking them apart for quick and easy crackle stars, but not the other way around, whichever works.

I was thinking of use if the crackle bits as stars in it.
