Its about the same risk as milling black powder but a LOT stickier!!!!

I've always melted my sugar and nitrate in a skillet and either poured it in my tubes or waited til it was the right consistency to push through a 20 mesh screen. There's a very small window for that last method!

True but I think it makes a better end product.

When you say mill, what do you mean? Are you using a coffee blade grinder, a ball mill with ceramic media, a burr grinder, what exactly? I ask because like dagabu said, if you ballmill the comp it should work but you'll probably coat everything in sugar, whereas a blade grinder probably won't do anything except mix the composition. AFAIK, for any sugar based mix (smoke or rocket) your best bet is to get an electric skillet from the thrift store and an extension cord and go outside (away from any buildings or anything you aren't willing to lose to fire) and melt the sugar to combine. I know I have seen tutorials on how to do so on google before.
