Black powder with 10% titanium can be used to make that effect. Those are more than just comets or stars though. The construction of the inserts is probably more important than the actual formula. I can't say for sure, but those look to be tourbillons or serpents maybe.

If it whistles its likely to be whistling serpents. Just whistle fuel with added titanium, pressed into a tube.

Try a other mesh size titanium. If you use a to fine mesh. It wil be a smaller tail with les spritzel.
