What I have not seen is anyone with an actual reason to use one or the other. I have seen the seed at half the price of the hulls, by weight, so is there a reason to use hulls other than access to them?

Personally I use them only for 16" ball shells, the reason for using cotton seed is the size, they take up alot more space inside a shell as opposed to rice hulls. For example a 16 takes about 20 pounds of cotton seed coated at a 2:1 ratio, whereas it would take about 25-30 pounds give or take of rice hulls at a 7:1 ratio. As for price.. rice hulls are ALOT cheaper. I picked up a 50 pound bag awhile back for about 15$, the online pyro suppliers mark it up quite a bit.
